I didn't have any trouble downloading this casino (Eldorado Palace), it actually went pretty fast for me--must be my new laptop
However, when I tried to register a new account, no matter WHAT login name I tried, it said "account already in use,m please try another login ID".
After 5 or 6 tries last night, and 3 more this morning, I thought I would try calling customer service. This was around 7:45am,edt. What I got was a faint recording of a man with a thick accent that I could barely understand! I listened 3x then hung up. I have given up on this one. It'll be hitting the trash bin faster that it loaded
...and yes, of course I will be running my crap-cleaner right after I dump it.
I'd definitely say THIS was a sign.

Ok, Let me see if I have it straight.
You downloaded the casino, created an account and claimed the free chip.
Played out the free chip and lost.
Then tried to create another "new" account but the software would not allow you to.
Part of this is because of user identifying code built into the software. It is not solely a matter of "tracking cookies" instead when you uploaded the casino to your computer it left a marker somewhere in your registry. this marker identifies and communicates to the casino software that your computer already has a registered account, and then prevents you from making a duplicate.
This is not that uncommon, even RTG software "recognizes" your computer even after uninstalling, clearing your caches and cookies and reinstalling it. You will get the "new user" registration pop up, but if you close the screen, you will see your first log in name staring back at you.
I have not downloaded this casino, but it looks like they have something in place to prevent multiple acccounts being created from a single computer.
